Minutes of Slaley Parish Council, Monday 11th April 2005, at 7.30 p.m. in Slaley Commemoration Hall.
1. Apologies. County Councillor Wm Purdue & Councillor D.G. Baynes.
Present: Councillor A.J. Weir in the Chair. Councillors, J.K. Robson, Mrs L. Norris, Mrs A.S. Robson &. Clerk Mrs P. Wilson. District Councillor B.W. Massey.

3. Co-option of Parish Councillor
Mr. Ian C Hancock proposed by Councillor Mrs L Norris, Seconded by Councillor JK Robson. Councillor I.C. Hancock signed the Declaration Book & Form.
4. Implementing the Slaley Parish Plan: Action Plan, Discussion with Vicky Law & Susi Goncu of Tynedale Council (Includes update of Toddler Play Area). Due to illness the discussion with Vicky Law & Susi Goncu did not take place. The Toddler Play Area Sub-committee update January – April 2005 was presented to the meeting. Report as Appendix 1-110405.
5. Minutes of March Parish Council Meeting circulated:
The minutes (pages 146-149). Approved and signed as a true record. Proposed by Cllr JK Robson, seconded by Cllr Mrs A Robson.
6. Matters Arising:
a) 12 14/3/05 Parish Litter Pick. – Sunday April 3rd. 12 Volunteers (including 3 young people) helped. Cllr Mrs A Robson provided FREE refreshments. Cllr Mrs Robson was thanked for this. Chairman decided, in light of health and safety to have 25 warning notices printed £18.80 from Abbey Press. Oil containers left at Commemoration Hall e-mailed for collection – no reply. District Councillor, B Massey will request removal. A verbal report on the village Dog Bin was presented by the Clerk, The parish litter bins are not being emptied either. Mg Ward often has to run down the road after the refuse lorry and ask that the litter be emptied. District Councillor B Massey will request assurance that collection improves.
b) 6b 14/3/05 Parish Councillors Expenses – copy of letter dated 9/2/04 from Tynedale Council: Travelling Allowance cars 40p per mile. District Councillor Brian Massey to ascertain how claims are made.
c) 6b 14/3/05 Reply from TC next meeting 13/7/05 at 6.30 p.m. with Agenda. Cllr AJ Weir had received his copy.
d) 10 14/3/05 Information Display Board. Cllr Weir produced some examples of display board art work.
7. Public Participation:
Community Trust Executive Committee Parish Council Liaison Member: Vicky Hutchinson, made a verbal report to the Parish Council on the CT meeting of 30th March 2005. The Councillors asked questions and Vicky was able to clarify most points. The well-publicised ‘Meet the Funders’ event at Tynedale Function Room on March 9th was a free opportunity for the public to talk though a wide range of funding opportunities. 8. Correspondence:
a) Sustainable Communities Plan – Report by Clerk and circulated. (Attached as appendix 2-110405). A discussion on the report indicates that several Slaley Councillors are not happy with the proposals, which seem to indicate that Parish Councillors will eventually be unpaid officers with duties far-reaching in the neighbourhood charter. Local Strategic Partnerships (LSPs) were questioned – are these Discussion Forums or Community Partnerships? District Councillor Brian Massey volunteered to investigate the term LSPs.
b) The Trafalgar Weekend – 21st – 23rd October 2005. NALC Trafalgar Day event on Friday 21st October. Sunday 23rd October Church Service of Commemoration + bell ringing at 7 p.m. Given to Community Trust group.
c) NCC Provisional Local Transport Plan 2006-2011 – Cllr IC Hancock to read & report back.
d) Community Trust Report ‘Developing The Future’
e) E-mail from PMK – Vicky Hutchinson will be liaison officer of Community Trust with Councillor A.J. Weir on the understanding that not all Council meetings need be attended. How and when do we need reports? Communication between meetings? Covered in item 7.
f) E-mail PMK re Parks Side bungalows for the elderly.
g) NCC Notice of Election Notice posted on parish Notice Board.
h) TC Planning Department – Statement of Community Involvement (SCI) – Lucy Greenfield appointed Community Participation Officer for the Local Development Framework (LDF). To read & report back by mid May. This goes with Item 11. Clerk to write to Chief Executive requesting more time for Councillors to read and digest this information.
i) Humshaugh Parish Council – Vacancy for Parish Clerk.

Read e-mail from Brian Massey re Properties at Slaley Hall. Cllr Massey further clarified that it was a legal matter and highly confidential and could be a further six months before anything is reported. It was crucial that concerns were still reported. The new villa for sale advertisements at Slaley Hall should be brought to the Planning Enforcement Committee’s attention.
E-mail Brian Massey Enforcement Office Martin Eggenton leaves his post Friday 8th April.
Cllr Massey reported no immediate replacement for Martin Eggenton.
10. Financial report. Cheques to be signed and confirmation of interim payments.

Proposed by Cllr Mrs L Norris and seconded by Cllr AJ Weir.
c) Welfare of the Elderly Account. The fund is £496.12.
d) A draft Balance Sheet was presented to the meeting – the Councillors were encouraged to check the payments from the monthly meetings and any discrepancies reported to the Clerk otherwise the Balance Sheet would be presented at the Annual Parish Meetings in May.
11. Tynedale Local Development Framework: Core Strategy Letter; Timetable for Local Development Framework; Tynedale Local Development Framework. Core Strategy: Discussion Paper on Issues views by April 15th; Tynedale Local Development Framework. Core Strategy: Sustainability Appraisal Scoping Report views by April 15th. Circulating. Councillors AJ Weir & JK Robson have made comment on these documents. Clerk to write to Chief Executive requesting more time for Councillors to read and digest this information.
12. Arrangements for the RSL’s presentation on Monday April 18th.
E-mail from Moyra Riseborough who CAN attend on the 18th. – Two Castles presenting at 7 p.m. Nomad at 8 p.m. Landowners to be invited. Vicky Law will speak to Milecastle Housing again. Clerk to provide Tea/Coffee Biscuits at this meeting. Clerk to confirm with Vicky Law that RSLs bring their own equipment – projector, screen etc. Unfortunately District Councillor Brian Massey will be unable to attend.
13. Date of Annual parish meeting; Annual Parish Council Meeting and May Parish Council Meeting. Reports from County Councillor, District Councillor, Chairman, BOATs Chairman, Commemoration Hall Representative and Representative on Slaley School Governing Body. Parish Highways Annual Report – received from Cllr’s Baynes & JK Robson. Others needed a.s.a.p. Cllr’s AJ Weir’s annual holiday coincides with the dedicated date for the Annual Meetings. After discussion and the fact that May has two Bank-Holiday Mondays + a BOATs committee meeting It was decided the meetings would stay on the normal second Monday (May 9th).
14. Acceptance of the Parish Plan Action Plan April 2005 update circulated.
E-mail received from Lesley Woodhouse – asking to make certain that the Youth Club sessions on the school field are by special arrangement between the School Governors and the YC organisers. This arrangement has never had anything to do with opening the school grounds for community use as the Parish Plan could indicate. The update was accepted without alteration.
15. A.O.B.
a) Parish Notice Board – Door blew off in January storm. Hexhamshire Hardwoods took door to repair hinges and re-hang. Still missing. Clerk spoken with HH staff and asked that the door be returned. Permission was requested and granted that Bill Bates could then be asked to repair and re-hang. If door did not return to Slaley the Clerk was instructed to write and request its return.
b) Application Form applied to recommend parishioner/parishioners for an Honour. District Councillor Brian Massey volunteered to support this on behalf of Hexhamshire.
c) DC Brian Massey reported a further burglary in Slaley parish. A successful neighbourhood Watch meeting, ran by Ian Clarke, had been held at Colpitts.
d) DC Brian Massey encouraged Slaley Commemoration Hall (through Cllr JK Robson) to apply for its licence renewal early, well before the August deadline. The new dedicated team at Tynedale are currently under-worked.
e) Cllr Mrs L Norris gave a very informative report of the Eastern Tynedale Parish Councils Forum on April 5th. The next meeting is May 17th.
16. BOATs Update (without Councillor Norris)
a) David Francis coming to the May meeting to help the group with its FOI.
b) North Pennines AONB LAF disbanded – business through Durham CC & Northumberland CC. BOATs group requested information on membership.
c) Cllr Weir was asked about the Northumberland National Park working group comprising of the park, the county council, police and user groups as recorded by Catriona Mulligan, director of access at Northumberland National Park, The Journal Wednesday March 30th 2005. Cllr Weir to obtain more information and possibly minutes from the working group.
d) Cllr IC Hancock was asked if he was happy to represent Slaley Parish Council on the BOATs Sub-committee. Cllr Hancock asked of the feeling from parishioners on the BOATs issues. The Clerk reported that Parish Plan discussions had indicated many were un-happy with damage, noise, health & safety risks for other users etc in Slaley parish. Specific incidents had been reported to the Parish Council since before the 1996 initial application and continue to be reported in the hope that the PC can and will be able to limit the impact of recreational mechanically propelled vehicles. No reports of support have ever been received by the Parish Council. Cllr Hancock confirmed that he would therefore be happy to represent Slaley parish on the BOATs Sub-committee.
