Minutes of Slaley Parish Council, Monday April 10th 2006, in Slaley Commemoration Hall.

2. Declaration of Interests.

3. Minutes of March Parish Council Meeting circulated pages 210 -212):
The minutes pages 210-212 were approved and signed as a true record. Proposed by Cllr, I.C. Hancock seconded by Cllr. J.K. Robson.
4. Vacancy in the Office of Councillor
Resignation letter of D.G. Baynes circulated to all Councillors. Vacancy notice posted in Parish Notice Board. If no election requested we can nominate someone by 26th April. Suggestions were discussed. A card was signed for Mr. Baynes.
5. Matters Arising:
a) 10a 13/03/06 16a 13/02/06 re bagged dog dirt down drains. KA carried out a second village drain clean week commencing 27/3/06. No reply Garry Pointer, Solicitor of TC . Good article in Hexham Courant.
b) 16c 13/03/06 Dumpy bag of building sand been left on the public footpath, outside Old Barn, for many months. Councillors to look and decide action at April meeting. Bag disappeared over the weekend no action needed.

7. Annual Parish Highway Report
Drafts received from Cllrs Hancock; Norris; Brookes and JK Robson + Clerk. Councillors decided to split the remaining areas amongst themselves. Village & Wooley Road (Pat), Hexham Road from Townhead to Dipton Cut (Keith), Glen crossroads to Dipton Foot Farm (Ian). Letter from A & P Hutchinson re Parish Highways this was checked against Councillors reports.
8. Annual Litter Pick
Sunday April 30th at 2 p.m., weather permitting, was chosen as the date for the Litter Pick. A prize for the most humorous item collected to be given. Hexham Courant and Slaley Notes to inform the public of this. Carolyn to ask Albert if he still has the large orange warning signs.
9. Community Trust Report.
Report received by e-mail and circulated. Attached as appendix 1/100406. A separate e-mail was sent to DG Baynes seeking Parish Council support for a “special event” on the reopening of the school field. The Clerk responded by e-mail with the news of Mr Baynes’ resignation as a Parish Councillor. It was the feeling of all the Councillors present that the trial reopening should be a softly, softly approach at least until the trial period is reported at the May Governors meeting.

a) E-mails & telephone conversations between Clerk & Margaret Sanderson re non empty of Millennium Litter Bin and Commemoration Hall refuse bins. All emptied last Thursday.
b) Great North Air Ambulance Service Annual Report as a charity they are accountable to the general public & organisations that support it. How the charity is governed & structured to deliver its objectives. circulating
c) Defra – Clean Neighbourhoods & Environmental Act 2005 circulated – Clerk to check website & possibly order copy,
d) NCC – N Local Transport Plan – Integrated Transport Priorities 06/07 circulated – Cllr Norris to check highway Code for rules on children playing signs in rural areas.
e) TC – Reply John Copping – Reclaim Council Tax – circulated
f) Slaley First School Kidantics + March Newsletter (jammed some computers) circulated

j) CE Electric UK dedicated telephone line during prolonged power interruptions. Circulated. What can be a major problem in one area may not fit the criteria described – only time will tell if this works.

11. Affordable Housing Update.
TC Planning – Supplementary Planning Document – New housing: Planning obligations for sport and play facilities. Cllr Hancock reported – This has been approved and adopted by TC. All new housing will contribute to play areas. Slaley with Hexhamshire is Sub-area 6 and any building monies could be divided between the two parishes, there is nothing in document to assure us that all the money would come to Slaley. Point 8 of a hectare per 1000 residents should be the normal area of open space. This is split 5/3 open space/ equipped play areas. Slaley has none. Hexhamshire has a sports field, tennis courts etc. Full written report attached as appendix 3/100406. Clerk to arrange a meeting with Vicky Law to discuss the 106 agreement (as requested by Vicky) probably day-time due to holiday commitments.
E-mail sent to Vicky Law & Susi Goncu asking for clarification on two points – these received at 4.55 p.m. this evening and were read to the meeting. Numerous e-mails & telephone calls to Kevin Doonan asking if sizes have been established and recorded – tonight a plan (although incorrect was delivered). Robbie Hutchinson to be contacted for a land value a.s.a.p.
12. April Parish Plan Action Plan Update
Alterations and improvements were made to the draft copy.
13. Twin bin re-cycling Meeting.
Confirmation of meeting 4th May from Ian Douglas. Cllrs K Robson, C Brooks + Clerk will attend the meeting. Letters of concern received (Pat: Wendy Tucker; Brian English; Colpitts Grange Residents Association; Alan & Blanche Bainbridge; Mike & Jackie Anton; Liz Courage & Metcalfe family of Palm Strothers.

** Enforcement Appeal APP/R2928/C/06/2008641 – land to the rear of The Rose & Crown. Correspondence between meetings resulted in a letter of support being sent to the Planning Inspectorate and a commitment from the Councillors to attend a possible enquiry.
15. Financial report. Cheques to be signed and confirmation of interim payments.

d) Notification from BDO that the Parish Council Audit will take place on 14th July 2006. Display of notice should be undertaken 29th May – 11th June. Records available between 12th June – 7th July

a) Fly Tipping near Ladycross entrance needs reporting.
b) Fly Tipping of tyres etc reported opposite Slaley Hall entrance has now been picked up and thrown over the wall into Healey private woodland.
c) Debris left on the grass verge of the public highway after an accident was discussed. – Clerk to request official position on this littering of the countryside from NCC Highways.
d) Request a written report from the AGM from Bill Purdue as County Councillor, Brian Massey as District Councillor, Cllr K Robson as Chairman of Slaley Commemoration Hall, Marg Rastall as Chair of Slaley School Governors, Lesley Woodhouse as Secretary for Slaley Youth Klub, Moyra Riseborough as Chair of Slaley Community Trust, Linda Norris as Vice Chairman of Slaley Parish Council, and Pat Wilson as Co-ordinator of Children’s Play Area Group.
e) Lesley Woodhouse reported by telephone to the Clerk that Youth Klub supervisor numbers had fallen to four and unless more adult interest could be generated the Klub would have no alternative but to close down. A meeting to establish the club’s future was arranged for April 26th.
17. BOATs update (without Councillor Norris)
The latest newsletter from YDGLA was recorded when it is recorded that the NERC Bill has given a cut off date for BOAT applications as January 2005. This does not help the Old Coal Road or the Espershields applications.
