4. Notes from Public Meeting ‘Affordable Housing’ 12/1/06 (circulated page 204)

5. Matters Arising:
a) 5d 9/1/06; 7b 12/12/05 Hexham Courant Tynedale Visitor 2006. Cllr. Mrs L. Norris rewrote, circulated, amended slightly and sent to Courant.
b) 7 9/1/06: Mrs M. Rastall agreed to attend the March meeting at 8 p.m. to report on the Spring-term Governors meeting. Meantime in reply to 15 c 9/1/06 school letters will be circulated to Councillors keeping them abreast of School activities and decisions.
c) 8 a 9/1/06 TC Planning – Core Strategy Issues & Options – Preferred Options document discussion – circulated decision to organise a meeting with Lucy Greenfield after document received.
d) 8e 9/1/06 OotDPM – Standards of Conduct in English Local Government: The Future. Circulated. A good document especially annex C page 65 & 68.

i) 11 9/11/06 DC Brian Massey reported that a kerbside collection was going ahead however elderly residents will be exempt from taking their bins to the designated collection point. However, it was suggested and agreed that a special meeting with Tynedale Council should be called when a presentation of the ‘rural twin bin recycling scheme’ by TC would give the opportunity for rural Parish Councillors to raise their queries and concerns.
6. Public Participation.
a) A typed list of question was presented to the Chairman relating to the Affordable Housing, many of the questions related to the Parish Plan and the Housing Needs Survey and the Chairman stated he would answer the queries when he had time to gather information.
b) A second member of the Public, having missed the affordable housing presentation, was interested in the application criteria. The Clerk to provide application information.
c) Suggested cuts in rail services was raised by a member of Slaley WI. Slaley was strongly objecting to these proposals and felt that this was yet another blow for rural transport. DC Brian Massey informed the meeting that TC had held discussions on this very issue and was trying to keep “ahead of the field”. Clerk requested to write for more information.
7. Annual Parish Meeting & Annual Parish Council Meeting
a) Agree date: Cllr Hancock not able to attend May, Cllr Norris confirmed OK therefore date remains May 8th.
b) Parish highways report arrangements. Clerk to organise draft routes for March.
8. Welcome to Andrew Coney, General Manager, De-Vere Slaley Hall.
Mr Coney informed the meeting that he and his family had made their home in the village and wished to become a part of the community. Mr Coney had already established contact with Mrs Demelza Ross at Slaley First School and hope for a closer relationship between the hotel and the school. Having read the Slaley Parish Plan Mr Coney was aware of the negative feelings and comments relating to Slaley Hall. The hotel had much to offer the community; not least the football pitch could be available for games. De-Vere had inherited a mess from previous owners (Holliday Villas etc) it was time to start a new chapter. Premier Leisure issues could be directed through Mr Coney. Large Firework displays can be a problem for local farmers and horse owners. Councillor JK Robson hinted at the constitution of Slaley Commemoration Hall & links with Slaley Hall.
9. Community Trust Report.
Meeting (informal) with Peter McKendrick & Moyra Riseborough of Community Trust and David Baynes representing Slaley Parish Council on Wednesday 1st February to clarify some points of the Affordable Housing Presentation.

11. TC Joint Discussion Forum Meeting 8/206. Cllr. Mrs L. Norris to report.
Cllr Mrs L. Norris gave a report of the meeting which included: Planning system; FOI Act; Clean Environment; Dog Control; Budget; Local Area Agreement; Wind Farms; Local Area Structure. (Two cases of FOI provision that went to court, 1 won, 1 lost).

a) On 14/1/06 it was reported to Councillors & NCC Highways that bagged dog dirt was being placed down the village drains. Slaley Notes carried the story in the Courant. NCC Gulley sweeper malfunctioned and damage was done to Croft House drive. NCC carried out remedial work.
b) Meeting between Village Hall car-park sub committee, Landowners, Children’s Play Area Committee members and Kevin Doonan on site on Saturday 11th February. Report as appendix 2/130206. Estimated associated costs IS THE PC HAPPY TO COVER THE half share of COMMEMORATION HALL COSTS?
c) Draft letter to accompany the plans to Tynedale Planning Department. Does the PC want a special meeting with the Hall Management Committee to look at the plans before they are submitted? or do you want to include as a separate agenda item in the March meeting?
d) Draft letter to Raymond Craig as appendix 3/130206.
e) Millennium Litter Bin not emptied since January meeting, full to overflowing. Clerk to e-mail Margaret Sanderson and report.
f) Permanent stables at Trygill farm (no planning application received), change of use from paddock to garden (no planning permission received), property sold with an agricultural tie, horse only some land used by local farmer (rent?).
g) Wooley road meeting the B6306 – deep depression on the north bound carriageway.
h) Three highway portable road signs left outside Trygill Bungalow.
16. BOATs update (without Councillors Baynes or Norris)
a) Two Police Constables looked at Maps with the Clerk of the Joint BOATs committee on Monday 6th February, to establish where confirmed BOATs were in Slaley forest and where illegal vehicles normally park.
b) DEFRA publications received and distributed “Making the best of byways” & “Regulating the use of motor vehicles on public rights of way and off road”.
c) Journal article Monday 6th February entitled “Rambling through a legal minefield”.
d) Byway 44 through Slaley Hall was discussed with Andrew Coney.
e) Setting up “Friends of Slaley Forest” was briefly discussed by Cllr. Hancock.
