2. Declaration of Interests.

3. Minutes of June Parish Council Meeting (circulated pages 229-232).
Proposed by Cllr Mrs C Brooks and seconded by Cllr J.K. Robson the minutes were signed.
4. Matters Arising.
a) 13 12/6/6 Letter from the village Pointer ‘Tilly Flynn’ + Mr Flynn’s Poop Scoop report. Clerk reply – thank Tilly for letter & requested Police Speed check in village.
b) 15a 12/6/6 Telephone reply from Environmental health regarding litter to rear of R & C Inn. After a site visit by the inspector it was agreed that the restaurant waste should in future be stored in large rubber bins with a secure fitting lid. Paper waste was acceptable in black bin. Cllr Mrs A Robson reported that a new wheelie bin had been purchased for restaurant waste however the refuse vehicle was presently unable to empty therefore the contents of the wheelie bin was emptied into black bin liners prior to collection.
c) 3b 12/6/06 & 4f 8/5/06 Twin-bin off highway collection list – DC Massey reported work going on behind the scenes together with budget implications with the result that the request list will be several weeks yet.
d) 3d 12/6/06 & 9b 8/5/06 DC B Massey requested a copy of PEO correspondence and any further update.
5. Public Participation.
Lesley Woodhouse suggested the Slaley village police speed check be carried out as people are going to and coming from work.
6. Community Trust Report.
A resumed AGM is organised for July 18th in Slaley Methodist Chapel

g) Via Michael Elphick – from Viv Younger (see Information Officer in above correspondence) Community Champions – grants for individuals. Not for PC’s Cllr Mrs A Robson to look into this grant making body.
h) Letter from Derek Hull to Cllr L Norris, still unhappy with planning application wording text on page 3 (Affordable houses) see appendix 3 080506 (page 227) and agenda item 8 8/5/06 (page 224). No further action.

10. Local Development Framework Core Strategy – Identifying smaller villages – circulated (6i 8/5/06) re-circulated June.
GD1 included. Reply that Colpitts was simply a farm conversion and Wooley was a hospital conversion. Neither site should be given planning permission and detract from extending the village for future small scale development
11. Planning Enforcement Appeal 20/6/06.

Inspectors decision received by e-mail & Hard copy – Dismiss the appeal and uphold the enforcement notice.
12. Special meeting of the Community, Health and Culture Overview & Scrutiny Committee Tuesday 20/6/06 Cllr Brooks + Clerk report

13. Initial Meeting 26/6/06 with Moyra Riseborough, the Play Area Sub group & Commemoration Hall Sub group notes.

b) Subsequent meeting with the Scott family on July 3rd to clarify the Home Guard Hut and ascertain if the asking price for land to the north of the CH was negotiable. Notes as appendix 4/100706
c) Open Consultation evening on July 13th 7 – 9 p.m. especially for neighbours of the CH to make comments before the ideas are taken forward to planning application stage.
d) 18 Individual letters hand delivered through CH neighbours doors informing them of proposals and inviting them to the open consultation meeting. Extra copies left at Slaley Post Office.
e) Posters informing the Public of this Open Consultation placed on Parish Notice Board, Commemoration Hall window and Slaley Post Office Window.
f) Commemoration Hall AGM July 6th. Clerk to PC, Pat Wilson, gave a report to the committee. Andrew Coney, General Manager of De-Vere Slaley Hall, offered the hotel and its staff as the venue for a fund raising event, or the hotel staff to support an event in the CH (i.e. food tasting).
g) Display boards for Thursday 13th will hopefully cover many questions. All will attend.
h) E-mail from PMK seeking advice on seven points of the village improvements identified in the open consultation exercise. Cllr Hancock will draft a reply and circulate for comment – the questions asked are those similar to a grant application.
14. NCC Local Transport Plan circulated
see 19 c below Pam Anderson outside No 9 South park reported Sept 05 should be reported again – different wording – urgent tarmac outside.
15. Local lettings Agreement Slaley e-mail from VL dated June 12th + Local Connection criteria to Planning circulated.
Agreed that at some time in the future if residents cannot be found first from Slaley, 2nd from Healey 3rd from Blanchland then and only then should Hexhamshire become 4th followed by Shotley Low Quarter as 5th.

Colpitts and Trygill were chosen for the venue followed by a brief meeting in the Commemoration Hall. Pat will collect at 7 p.m. Cllrs JK Robson, I.C. Hancock and Mrs L Norris and transport to Colpitts.

Advertised vacancy through Slaley Notes, Slaley website and Parish Magazine has produced no enquiries. Clerk to re-contact Mr Henderson.

f) Telephone call from Mrs Green, Drapers Cottage, she and her husband Nigel are helping with Slaley Show. Slaley schoolchildren have produced an enormous banner advertising the show it is too heavy and cumbersome to place on the show-field. Mrs Green was asking about the possibility of placing this banner on the grass at Townhead strung between the trees for up to a week before the show. I informed Mrs Green she must speak with Kevin Allen of NCC highways, and Helen Winter of Tynedale planning to get both parties permission before such an item could be placed on the NCC highway verge. Both telephone numbers were provided to Mrs Green.
g) C279 Slaley Road closed notice in Hexham Courant + notices at each end of the Highway (Dukesfield & Holly Hill crossroads). CC Bill Purdue requested clarification and was told only two days work. CC Bill Purdue will re-ask the question for clarification – highway notices also state the two months closure.
h) T junction signs at Brown’s Law road have been turned and bent. Clerk report to NCC highways.
i) During the meeting of July 3rd Mr. Scott reported the dangerous conditions for traffic using Slaley village on Saturday July 1st from parked vehicles attending Slaley School Fete and parked vehicles opposite from villagers. He and another farmer were bailing Silage at Townhead fields and found the village almost impassable in a tractor + farm machinery. Larger vehicles (lorries or tour buses) would not have been able to navigate the reduced highway and emergency vehicles (ambulances, fire engines etc) would not have able to stop at their intended village destination. Clerk to write to Slaley School asking if a village car park gets permission will the school suggest that visitors use this facility and request ‘no parking cones’ from Northumbria Police as happens with Slaley Show.
j) CC Bill Purdue suggested new “speed humps” for Slaley village which deliver a loud noise into the vehicles rather than inside the homes of residents. A trial at Snods Edge is not proving totally conclusive of any improvement.
20. BOATs update
a) E-mail sent to Brian Massey re sighting of 20/30 bikes in Hexhamshire on June 11th DC B Massey reported he had been unable to find any further evidence of exact location or number of trail bikes.
b) Cllr Hancock report Natural England (replacing English nature in 2007 ) will commence with the DLW project in Northumberland. Researchers will be appointed. MK questions the qualifications of these researchers. There will be a dialog with affected Parish Councils etc.
