1. Declaration of Interests.
None.
2. Minutes of May Parish Council Meeting (circulated pages 223-225).
Proposed by Cllr C Brooks and seconded by Cllr JK Robson the minutes were signed.
3. Matters Arising.
a) 4e 8/5/06 & 11 10/4/06 – Blanchland Affordable Houses Local Lettings Policy circulated. At 4 p.m. today the draft Slaley’s LLP arrived by e-mail. The Councillors felt that the draft incorporates most of our points although some statements were not correct (association with Hexhamshire who already have 14 affordable homes) Clerk to request a delay until Cllr Norris gets back from holiday or if urgent an evening meeting to discuss.
b) 4f 8/5/06 Twin-bin meeting follow up DC Brian Massey e-mailed Ian Douglas asking for a copy of TC’s list of identified properties where a problem is expected. Again an e-mail arrived today stating Tynedale will need a further three weeks to produce a list.
c) 6d 8/5/06 Reply from Simon Band no charge for work on notice board.
d) 9b 8/5/06 Reply from Planning Enforcement Officer re Pine Hill caravan.
e) APM 16 8/5/06 (page 222) Reply from Andrew Coney, De Vere Slaley Hall, will ask concierge team to remind taxi providers that the road is a restricted highway.
4. Public Participation.
Timescale of wheelie bin introduction was asked by a Colpitts resident and was there likely to be further consultation.
5. Community Trust Report.
a) Emailed AGM 2006 report, minutes of 05 AGM and financial report circulated. A resumed AGM is organised for July 18th to try and establish a new Executive Committee. This will be well publicised through 2 x A5 inserts in the parish magazine and mentioned in Slaley Notes. A volunteer has been found to carry the Parish Information Board forward.

d) Cllr. Hancock had spoken with David Francis (NALC) re legitimate contribution of PC funds to the CT. DF’s reply tabled.
Messrs McKendrick/Melvine confirmed that the costs for items 1 and 4 on the request for funding were estimates. The costs of items 2 and 3 – signs were actual expenditure. The immediate provision of all the items on the funding list was not a condition of the reopening of the school grounds. Cllr Brooks said that FOSS had considered providing picnic tables in the past but she was unsure of their current position on this. The PC referred the CT representatives to Minute 5 of the December 2005 (page 195) and minute 7 of the January 2006 (page 200) (litter bins) then minute 8 of the March 2006 minutes (pages 210/211) (signage & gate catches) meetings of the PC, which recorded that the PC had agreed to pay for the litter bin or some similar expenditure. The CT representative at a meeting had stated that this would help the CT with other funding applications, then in preparation. The request for funding now presented to the PC was consequently much larger than expected, and the PC had no funds earmarked for this project – the expectation had been that the CT would be able to access funding not available to the PC. The PC agreed to meet the cost of the signage on presentation of the accounts and Vat invoices.
CC Bill Purdue invited the Trust to discuss with him the funding of the picnic tables and benches though his NCC small schemes grant. The establishment of a contingency fund for the school grounds project was discussed. While acknowledging the large amount of hard work undertaken by the CT to get this far with the school grounds, the PC felt that the CT ought to be accessing independent funding rather than relying solely on the PC, District and County sources. The PC was advised by the NALC that if Slaley CT continues after its reconvened AGM, than a small annual PC grant COULD be given (subject to agreement). The members of the PC present at the meeting thought this was a better way forward than a one-off £500 donation to a contingency fund. The PC pointed out that the development of an equipped children’s playground near the Commemoration Hall was an entirely separate project. The PC would own and be responsible for this playground.
In conclusion (a) Slaley PC cover the costs of signage and signs, (b) CC Bill Purdue will make enquiries to cover the cost of a picnic table from an NCC grant. (c) Slaley Parish Council will discuss an annual grant at its December meeting.
6. Correspondence.

c) NCC Consultation on the Financial information provided by the County Council survey completed by three Councillors and returned to NCC by June 12th.
d) NCC Local transport Plan LTP 07/07 respond by 31/8/06 circulating complete July meeting.

g) TC Planning Department ‘Public Speaking at Development Control Committee’ to make clear that PC’s are allowed to speak if the PC member requests permission from the Committee Administrator and has been (one person only) selected to speak

12. Eastern Tynedale & Western Castle Morpeth Parish Councils Forum meeting
on 23rd May 2006. Cllr. C Brooks to report.
Discussions covered: Wind Farms; (3 applications for Kirkwhelpington wind farms); Matfen Pop Concert; North east Assembly; Review of Community Plan – draft plan for August meeting; Review of health provision; planning issues relating to telecommunications masts; Local Parish Websites; Belonging Communities – shire counties becoming Unitary Authorities.
13. Dog Fouling Review.
Dog Fouling is still happening and this could be caused by dogs regularly seen out without an owner: pointer, terrier type, Heinz 57 or children walking puppies and dogs. It was agreed that Slaley Notes carry an article to include (1) A new legislation will enable the PC to issue a fixed penalty. (2) Repeated reports of unaccompanied dogs in the village. (3) Reminder that a supply of dog bags are inside the Parish Council notice board.

15. A.O.B.
a) A neighbour to the Rose & Crown telephoned the Clerk about litter and restaurant waste stored in black bin liners which are then pulled open by wild/domestic animals/cats or carried over a wide area by the wind. One morning a fish head was found on the car roof. Clerk to inform Environmental health and ask for bins to be provided which should keep the bin liners free from scavengers.
b) copy of Playdale Plan from Kevin Doonan. Moyra Riseborough has indicated she would be happy to coordinate the project of car parking, play area, etc It was agreed that the Clerk contact Moyra and arrange possible dates for a meeting. Clerk also to contact Robbie Hutchinson (RPS) about the 100% increase in land value from his estimate.
16. BOATs update
NCC report form of off road motorbike nuisance circulated. Copies given to Slaley Notes, Parish magazine and Slaley Post Office.
Clerk reported Sunday 11th, 5 trail bikes passed LH at 9.44 a.m. followed by a further 3 at 9.45 a.m. At 2.45 p.m. three back passed LH towards the village. At 10.35 a.m. Cllr K Robson reported three quad bikes travelling up Slaley village. None of these can be reported they are legal and yet show the extent of activity.
Cllr Brooks also reported many speeding road bikes using the B6306 outside her property.
