3. Minutes of February Parish Council Meeting circulated pages 205 -208):
The minutes pages 205-208 were approved and signed as a true record. Proposed by Cllr Mrs A. Robson, seconded by Cllr J.K. Robson.
4. Notes from Record Playground meeting 20/2/06 (circulated page 209)
The notes as circulated on page 209 were approved and signed as a true record by the Councillors. Proposed by Cllr J.K. Robson and seconded by Cllr I.C.Hancock.
5. Matters Arising:
a) 15 c 9/1/06 Reply TC re Slaley Hall Villas Community Charge. Re-circulated from February (lost) Councillors requested the question to be re-asked.
b) 6 c 130206 Suggested cuts in rail services reply from Neil Raper, Government Office North East received. Forward copy to District Councillor & Slaley W.I.
c) 16 g 13/02/06: Wooley road meeting the B6306 – deep depression on the north-bound carriageway Kevin Allen notified Northumbria Water for action
d) 10d 13/2/06: Cllr Hancock had collected the Definitive Map and text.
6. Public Participation.
a) Mark Lincoln is starting (Summer) cricket coaching in Slaley First School grounds.
b) PMK written own comments re cuts in north rail service will provide PC with a copy.
c) PMK making own comments re Winter House planning application will provide copy.
d) PMK making own comments on Rose & Crown caravan appeal.
e) W.I. carried unanimously comments re northern rail cuts.
f) Colpitts Residents Association writing to PC re Twin bin recycling scheme (see 10h).
7. Annual Highways Report
Councillors happy with individual routes – Will produce the draft for April meeting.
8. Mrs Marge Rastall, Chairman of Slaley School Governors
Letter circulated and attached as appendix 1/130306. A Risk Assessment to reopen the school playing field has been asked for by Slaley Acting Headteacher, Di Murphy. When the RA is received at school a costing exercise will be undertaken, this will include signage and gate catches etc. Specimen wording for two signs were given. The children’s play-equipment area sign prohibiting use and a general sign requesting care and usage outside of school hours. The CT will provide a managerial committee to organise health and safety checks etc, this CT committee will monitor the grounds on a daily and/or weekly basis. School staff/governors will also need to monitor the grounds and the Governing Body will review reports at its spring meeting scheduled for May 18th. There was NO mention of a litter bin. Mrs Rastall continued with a general report of Slaley school, 42 full-time pupils + 13 nursery. Diamond Kids opened in January, very successful French breakfast open morning, Government funding until Summer 2006. School building southern extension completion date given as September 2006. Children involved with Wildlife Bird Boxes & World Book Day. Good support for the school from parents and staff. Mrs Rastall was thanked for her report and attendance at the meeting.
9. Community Trust Report.
Three e-mails received on day of meeting entitled a) Slaley Community Trust needs community support to develop, b) Report to the Parish Council March 2006 & c) a Letter to Parish Councillors relating to the Parish Information Sign. attached as appendix 2/130306. PMK gave a verbal report: communication from the CT was not as good as it could have been, it was hoped this would be improved in Slaley notes, Church Parish Magazine & Slaley website. Cllr Hancock offered to report PC business to the Church Parish Magazine. Specific trusts for specific purposes with specific objectives to fulfil a specific need were easier to establish than a general Community Trust with a general business plan (this latter in place). ‘Planning for Real’ was highlighted as something the CT were pursuing. The question was asked by the Councillors “if that had not been the objective of the Parish Plan in its consultation and discussion forums?” Mr McKendrick was thanked for his reports both written & verbal.
10. Correspondence:
a) 16a 13/02/06 E-mail sent 28/2/06 to Kevin Allen. Letter sent to identified culprit from Ian Hendry, NCC, re bagged dog dirt down drains. Circulated 5 extra bags reported today Clerk to speak with informant + ask KA for a drain clean + speak with Garry Pointer, Solicitor of TC re Environmental Act – local fine by Parish Council on say-so without proof other than visual.
b) NCC Minerals & Waste Development framework Options for Site Specific Allocations – comments by 31st March circulated Cllr Hancock rep 11/7/06 agenda item 12 appendix 2, page 170. Slaley not affected therefore no comments.
c) TC National Spring Clean – 2006 circulated (2005 Sunday April 3rd see minutes page 150 agenda item 6 a) Parish Litter Pick date on agenda for April.
d) TC Hanging Baskets 2006/ Northumbria in Bloom 2006 circulated. Not needed. Holly Bush Nurseries maintain the Parks Side Bungalow Jubilee Planters.
e) ET&WCM Parish Councils Forum letter re Wind Farms in Northumberland circulated
f) Cllr Paul Kelly reply re Wind Farms in Northumberland circulated.
g) TC Burial Grounds Survey – handed to St. Mary the Virgin – Reverend Irvine contacted Clerk and confirmed that ‘all in order’ forms sent in the past and again with this reminder.
h) e-mail re twin bin recycling from BM circulated (see 6f) DC encouraged to organize an area meeting to discuss the anticipated problems. Liaise with Clerk.

11. Parish Councils Forum meeting 21/2/06 Cllr I.C. Hancock to report.
Loss of rail services, Wind farms, Community Council of Northumberland reduction in staff from 2.5 to .5, Local Strategic Partnerships, Proposed Pop concert at Matfen, Mike Coleman of Volunteering Northumberland – nothing for small rural Northumberland villages – keen to extend but in general people not eager to volunteer for unspecified activities. Good outlet for inexpensive photocopying.
12. LDF: Core Strategy Preferred Options – Comments Cllrs Hancock, Norris & Brook. Cllr Hancock made a written report. Circulated to Cllrs Norris & Brook for comment then forward to Planning Department. Check with Healey, Blanchland & Hexhamshire PC to see if they want a meeting before April deadline.

c) Dumpy bag of building sand been left on the public footpath, outside Old Barn, for many months. Councillors to look and decide action at April meeting.
