2. Declaration of Interests.

3. Minutes of April Parish Council Meeting (circulated).
Amendments to draft minutes as presented. The minutes pages 216-219 were approved and signed as a true record. Proposed by Cllr J.K. Robson and seconded by Cllr. Mrs C Brooks.
4. Matters Arising.
a) 4 10/04/06 Vacancy in the Office of Councillor. TC confirmed we can co-opt a replacement Member. Clerk contacted R. Charlton, M, Kennedy, G Jackson, R Henderson & T Henderson none are interested or able to stand at present, the latter presently working in London would be very interested later this year when his employment returns to the North East. June agenda item discuss a flyer
b) 8 10/04/06 Annual Litter Pick. Five members of the Parish Council, 5 members of the Public and one teenager carried out the Parish Litter Pick. Some 25 bags were collected plus RTA (road traffic accident) parts, discarded highway signs, central heating boiler etc. All items have since been collected by TC. Jean Elphick won the prize for a very large bag of shredded paper.
c) 10c 10/4/06 Defra- Clean neighbourhood & Environmental Act 2005. Clerk made no progress.
d) 10d 10/4/06 Highway Code Children Playing sign guidelines Cllr Norris no progress. Cllr Brooks to check on website.
e) 11 10/04/06 Meeting with Vicky Law to discuss 106 agreement appendix 1/080506
f) 13 10/4/06 Twin Bin Recycling Meeting – Report as appendix 2/080506 Cllr Massey to request a list of exemptions according to Tynedale and then we can compare with our known list.
g) 16 a & b 10/4/06 Kevin Allen NCC highways replied that all fly tipping should be reported to TC. RTA debris, should be taken away by the crew attending the accident. What is left is the responsibility of the District Council and the DC should be encouraged to clear the roadsides before growing grass covers the debris and causes a breakdown when the mechanical grass cutter comes in contact with the debris. Fly Tipping still opposite Ladycross entrance gate. Townhead Litter bin not emptied last Friday.

6. Correspondence.
a) NCC Allotment & Poultry Keeping information request – information requested by e-mail from Councillors, completed and returned.
b) Susi Goncu Dog-Proof Fencing for Play Areas reply by May 17th.
c) TC State of the Area Debate 25/4/06 circulated by e-mail Cllrs decided against attendance.
d) E-mail (dated 21/4/06) circulated Simon Band attending to Parish Notice Board. Noted on Sunday May 7th that the board was back in situ and looking very good. Letter of thanks and request for payment to be sent.
e) AMEC Wind Energy offer to visit a meeting and provide information or answer questions on wind farms. Not needed at present.
f) TC Free bus travel within Tynedale poster – placed on notice board
g) TC Lucy Greenfield – Core Strategy Preferred Options consultation. – thank you for our comments.
h) OotDPM Local Authority Bylaws in England: A discussion Paper – middle of year a white paper on the future of Local Government. Content of this discussion paper will help inform the content of the White Paper. Circulate/report back at June meeting.
i) TC LDF: Core Strategy – Identifying smaller villages – relates to Policy GD1 circulate and report back at June meeting.
j) TC Parish Council Toolkit – Version Two February 2006
k) Slaley School copy Letters dated 4th & 24th April 2006.
l) E-mail copy of Community Trust letter to Marge Rastall, Chair of Governors, re opening of School grounds. Circulated by e-mail.
m) Northumberland Strategic Partnership – The boundaries of “Belonging” Communities – Consultation; Northumberland Strategic Partnership – Building a stronger Northumberland – partnership events in May; TDC minutes of meetings March; Glasdon advertising, Clerk & Councils Direct May 2006; Shaws Books etc for Local Councils; NCC Northumberland Local transport Plan 2006-11; NCC Tynedale Area Committee May 11th; CC of N Spring Meeting + Walk in the Woods throughout May.

Section two of Audit papers agreed.
8. Current Planning Applications:
20060504 Seven Residential units associated access + car parking land east of Rosslyn.
106 agreement meeting notes copy as appendix 1/080506. Viewing of plans for the public notes as appendix 2/080506. E-mail confirmation from Julie Cuthbert (Two Castles) confirming that Two Castles did not consult with the owners of Rosslyn with regard to their view. Neither did the owner of Rosslyn contact Two Castles with regard to this.
PC support application, however concern over stone conduit running under site request that this re-piped before site work begins.

9. A.O.B.
a) Clerk sent an e-mail by the office manager at Fawside, Allendale warning of a new computer virus. The warning was sent on to the Councillors. Michael Elphick explained the reasons for not believing this type of e-mail even though you know the sender. The Clerk apologised.
b) Talk in village shop that planning department is aware that one caravan is not being removed because of an accident in 2005. Clerk to check with planning Enforcement Officer.
c) Hand delivered letter from Janis Irvine writing of her sadness that Slaley Parish Council has not chosen to use the parish magazine to advertise the Annual Meetings. Clerk to reply and include a yearly planner.
