Present: Councillor D.G. Baynes in the Chair. Councillors J.K. Robson, I.C. Hancock, Mrs L. Norris, Mrs A.S. Robson &. Clerk Mrs P. Wilson. County Councillor Wm Purdue, District Councillor B.W. Massey.

2. Declaration of Interests.

3. Minutes of September Parish Council Meeting circulated pages 174-179):
The minutes pages 174-179 were approved and signed as a true record. Proposed by Cllr I.C.Hancock, seconded by Cllr J.K. Robson.
4. Matters Arising:
a) 5a 12/09/05; 2a 8/08/05; 5a 11/07/05; 3-13/06/05. Slaley Hall lawful dwellings – individual member of the PC complaint not acceptable, Peter Atkinson written to the Minister responsible for Planning circulated.
b) 5b 12/09/05; 2c 8/08/05; 5f 11/7/05; 7c 13/06/05: Telecommunications Tower Letter circulated from new TC Enforcement officer, Richard Stewart. Also telephoned Clerk in October and said new planning application was imminent.
c) 8a 12/9/05: Static caravans rear of Rose & Crown & Pine Hill used as residences. Telephone call from Richard Stewart who has spoken with Manager and Brewery (R&C) and site visit to Pine Hill action is being taken.
d) 8g 12/09/05: Rural Social & Community Programme – E-mail reply from David Francis a business case to be submitted by end November. Susi Goncu also working on this.
e) 8h 12/09/05: The Sustainable Communities Bill – Early Day Motion + campaign material – Councillors wished to support the campaign.
f) 8i 12/09/05: Bi-Annual Joint Tynedale Council/Parish/Town Council discussion forum minutes from 17/7/05 – Councillors suggested TC’s response to PC reports of road and verge problems ought to be on next agenda (Wed 8th Feb 06) Attendance at February meeting to be discussed in New Year.
g) 15b 12/09/05: Skip at Meadow Rise information circulated. Skip now gone.
h) 15d 12/09/05: Parish verge cut after Slaley Show & cleaning gullies, Highways telephone reply from Kevin Allen circulated – NCC need request in writing.
i) Appendix 1/120905 Page 177: Monica Burns indicated that the purchaser (RSL) would normally cover this cost. E-mail to Julie Cuthbert (Two Castles) Scott solicitors costs estimated at £750 + Vat circulated – No reply from Two Castles.
j) 13 12/09/05 Local Transport Plan appendix 2/120905 Page 179: Richard McKenzie suggested contacting Ian Hendry for help with ragwort eradication. Hexhamshire ask for Ragwort control help in MAY.

7. Correspondence:
a) Reply from Slaley Hall (Walk-about 080805 page 171) circulated. If new golf buggies insured then rules of the highway apply especially age limit of drivers.
b) Thank You from Slaley Show circulated
c) Exercise classes for elderly notes + letter from J Irvine circulated. It was agreed that no financial assistance was needed, members attending were already paying £1.20 or £1 each week and that more than covered the Hall booking charge.
d) TC Leisure & Culture Newsletter -circulated by e-mail 15/9/05 re-circulate Councillors machines would not accept the attachment.
e) Two further e-mail re Shooting at Slaley Hall dated 19/9/05 at 15.05 & 17.46 the latter when shooting was still in progress (well outside the permitted hours).
f) Letter from Kate Atkins containing a 1984 Slaley Youth Club TSB savings book. Clerk taken to Hexham TSB branch. Staff suggested that the account be closed and funds be transferred into the Parish Council account. It was agreed that any money from this account be given to Slaley Youth Club. A small silver trophy was also brought to the meeting by Cllr Baynes who thought it had probably been awarded to his sons from the old ’7-Up Club’. It was agreed that either Slaley Badminton Club or Slaley Youth Club be given this trophy.
g) TLDF – Supplementary Planning Doc – New housing – play facilities – Draft for consultation. TLDF – Supplementary Planning Doc – New housing – play facilities – Sustainability Appraisal Summary. – Councillor Hancock read and reported see appendix 2/101005 Page 185. Cllr Hancock to complete the reply form.
h) ADAPT Tynedale Wheels 2 work Scheme copy given Slaley Notes + copy on Hall notice board.
i) Invest 2006 campaign – Postcard campaign circulating.
j) Tynedale Local Development Framwework – Statement of Community Involvement Formal submission (letter). Form for Comments. Pre-Submission consultation statement see page 15,16,51,52. Statement of Community Involvement Formal Submission September 2005. Slaley Parish Council reply dated 25th July 2005 (not sure this is reported correctly). Circulating. Cllr Hancock reported that there were no new policies, the documents mainly covered how TC would implement the proposed changes.
k) Eastern Tynedale & Western Castle Morpeth Parish Councils Forum Minutes from 13/9/05. Cllr Norris e-mailed Adrian Hinchliffe and apologised for non-attendance + provided Clerk with e-mail address and telephone number (ex directory) for AH.
l) TC Planning Application Weekly List- given Clerk’s e-mail address for weekly list distribution. DC Brian Massey already receives this.

b) Welfare of the Elderly Account. The fund is £498.38.
c) Signatures on the PC account: A new signatory form from TSB was presented. Ex Parish Councillors names; A.J. Weir, C.J. Weatherley & R.C.J. Ferguson, were deleted. New signatories recorded on the form were: I.C. Hancock and A.S. Robson (+ see note 13).
10. Report on Play Area meeting, Thursday September 22nd circulated:
E-mail from Bill Purdue re Small Schemes Grant (12 12/9/05 appendix 2/120905 Page 178) offering £5,000 and requesting a detailed application. CC Purdue confirmed that a business plan could be ‘put on the back burner’ until April 06 by which time hopefully the actual land for the play area would be confirmed. Everything is at a standstill until government funding to the RSL is confirmed.
11. Parish Plan Update draft circulated.
The draft Update was accepted without amendments or additions. Attached as appendix 3/101005 Page 186.
12. Environmental Champions Launch Monday 26th September: circulated
a) e-mail sent to alert that new Litter Bin at Townhead not emptied on 29/9/05 circulated
b) E-mail reply from Mg Sanderson – no record of Litter Bin + Clerks response circulated
c) Cllr Hancock expanded on the page of notes from the launch, especially the lack of resources or government funding to fly tipping from small business (garden waste, decorators and mechanics etc). Lack of attendees at the launch indicated the level of enthusiasm from Tynedale Parish Councils for this latest scheme in tackling litter.
13. Parish Councillor Vacancy.
Notice of vacancy dated 13/9/05 was placed on Slaley Parish Notice Board. A reply from TC’s Returning Officer confirms co-option can go ahead. Initial discussions between the Clerk and possible interested parishioners had resulted in the attendance of Mrs Carolyn Brooks of Heatherden House, Trygill. Mrs Brookes confirmed to the meeting that she was still interested and would be willing to be co-opted. Mrs Brooks was proposed by Cllr J.K. Robson and seconded by Cllr Mrs AS Robson. It was the unanimous decision of the Councillors that Mrs Brooks be co-opted onto the Parish Council. (the new TSB signatory form was completed to include Cllr C Brooks). Vice Chairman, Cllr DG Baynes confirmed he was willing to continue as Acting Chairman until the AGM 2006. Cllr Mrs L Norris volunteered to become Acting Vice Chair until the AGM 2006. This was agreed. A card of Best Wishes and thanks to retired Councillor A.J. Weir was signed.
14. A.O.B.
a) Clive Weatherley has asked that we report the overhanging branches on the B6306 & B6307 between Dipton Cut and Dilston Hall. Apart from scratching paintwork on high vehicles they are a danger when a non-local large vehicle driver swerves to miss these branches. Some are highway trees and some are private and growing behind the highway boundary.
b) Pot Holes at the entrance to Parks Side Elderly bungalows was reported to ‘Pete’ on Tuesday 4/10 at 9.55 a.m. Work done today.
c) Hall Management Meeting Thursday 15th September Tynedale Open Space, Sport & Recreation Strategy letter was tabled. Parish Council had not received this. A request was made 16/9/05 and circulated via e-mail. After comments an e-mail reply was sent 22/9/05.
d) Village highway hard surface breaking up around a utility cover outside No1 & No 2 Townhead.
e) Footpath, south side of village, outside ‘Aultmore’. An electric/telegraph pole was replaced some time ago. The old site, near the wall edge, has become a hole in the footpath and needs refilling.
f) Taxis are using the Old Coal Road U8080 to access Slaley Hall. A Councillor encountered two outside Fell Cottages at 11 p.m. on Wednesday October 5th. Clerk to write to Slaley Hall General Manager and ask that a general reminder be given. Cllr Norris to ask her neighbour, Slaley Taxis, to remind his colleagues at Hexham Taxi Rank to use the new access road.
15. Sports Awards Nominees:
As last year the official form has not arrived in time for the October meeting. Possible nominees include Helen Oakley – hockey; Philip Humble – Badminton; Linton Stutley – car racing. More information on Ben Anton of Colpitts and his chosen sport was requested. As a Manager rather than a player Mark Lincoln was proposed. Mark is the Manager of the Slaley Sunday Junior Football Club and organises games for the league. His duties include sponsorship deals for strips, transport, insurance and strip laundry.
16. BOATs update (without Councillors Baynes or Norris)
No update since September minutes.
