Minutes of Slaley Parish Council, Monday April 12th 2010, in Slaley Commemoration Hall 7.30 p.m.
1. Apologies: Cllrs. Ms M Palmer & Mrs A. S. Robson.
Present: Councillor I.C. Hancock in the Chair. Councillors, Mrs C. A. Brooks, S. Davison & Mrs L. Norris. Clerk Mrs P. Wilson. County Councillor: None.

2. Declaration of Interests and Hospitality Record.
None
3. Minutes of March Parish Council Meeting (circulated pages 588-591 + appendix 1 page 592, appendix 2 page 593, appendix 3 page 594 & appendix 4 page 595).
Proposed as a true record by Cllr. C.A. Brooks and seconded by Cllr. L. Norris. The minutes were approved and signed.
4. Matters Arising.
a) 4b 8/3/10; 12 15/2/10: Parish Plan Action Plan – Speeding Review. Notes from the meeting on Wednesday March 17th at 2 p.m. attached as appendix 1/120410 page 600.
A copy of Slaley School Travel Plan is attached as appendix 2/120410 page 601.
Additional information is provided in an e-mailed dated February 12th 2009 when the School Clerk informed the PC Clerk that improvement money intended on additional parking spaces for staff had been used for a leaking roof. See agenda items 9h & 9i of February 9th 2009 minutes, page 500.
The Chair of Governors has written to the Rose & Crown tenants asking if the car park could be used for quick drop off vehicles but there was no reply on Thursday April 1st. The PC agreed to send a letter of support.
The PC also agreed to encourage parishioners through Slaley Notes and the news-sheet to keep the highway clear of parked vehicles near the school during term time.
The PC also agreed and has written to Alan Bawn to try and establish what needs to be done for flashing 20 mph to be activated outside the school at drop off and collection times. Mr. Bawn is on holiday until 15/4/10
b) 8k 8/3/10; NALC Standing Orders. Cllr Hancock is looking at these new suggestions and making a comparison to our existing Standing Orders. Cllr Hancock will report by e-mail what action if any we need to take.
c) 9 8/3/10 Further problems with the Webfusion account. Michael Elphick informed the Clerk by e-mail 22/3/10 that he had made several telephone calls because the website was no longer available although late payment of the account was registered. A letter of complaint was sent and a reimbursement to Mr Elphick for his telephone use is suggested. Mr Elphick to check his telephone account and inform the Clerk of the costs. The matter has now been resolved.
d) 15b 8/3/10 The requested update on the additional street light outside Parkside bungalows produced a letter saying we should receive a reply within 15 working days. A telephone call from Neil Johnson confirmed that the additional street light was in fact lit on Tuesday March 30th.

6. Community Trust Report
None this month. AGM will be Wednesday April 21st.
7. Matters for Discussion with County Councillor
Reference 7a 8/3/10 regarding meeting with school. Councillor Horncastle commented that he was surprised to learn that grounds are already open to public (see appendix 1/080310. The PC wanted to clarify if the offer to resurface the play-yard linked to community use.

Clerk to forward these matters to CC C.W. Horncastle.

a) E-mail 9/3/10 re shortage of parking spaces at Parkside bungalows. Clerk instructed to write to Milecastle Housing – letter sent 24/3/10. Reply received & circulated by e-mail 31/3/10. Milecastle state that the forecourt at Parkside is owned by NCC highways. Does the County Councillor have any funding for this?

e) The Boundary Committee: Electoral Review of Northumberland – final recommendations. + an eight page, 36 question questionnaire. The Councillors felt that completion of the questionnaire was unnecessary.
f) Funding request from Core Music – scanned & e-mailed 31/3/10 – Cllr. A Robson has used their service and would support a grant. It was agreed to give a £50 grant.
g) CPRE Overview Spring 2010; Glasdon product exhibition Newcastle 27/28 April
North Pennines AONB Northern Rocks & Packhorse trails advertising material; CAN News + Meet the Funders + Rock Report; Northumberland Theatre Company – grant aid request; Glasdon products advertising leaflets with a card asking if we want these leaflets by e-mail in future. The Councillors do not wish to have the products sent by e-mail.
9. Financial Report.

d) Confirmation of first-half of 10/11 Precept paid into bank account. £3518.00
e) A trial balance sheet was presented. The accounts are 1p out, on checking it appears that cheque number 386, Alex Evison September grass cutting, was made out for £85.66p instead of £85.65p as per the invoice. The Councillors agreed to alter the accounts by an additional 1p added to the grass cutting total. A balance sheet will be circulated by e-mail.
f) The 2009/10 grant for Slaley Show, cheque No 392, for £325 has not been presented to the bank. The Clerk checked with Jim Bailey, Chairman of Slaley Show who confirmed that the cheque had not been received. It was agreed to issue a replacement cheque. Therefore cheque No 408 was duly written and signed.
10. Current Planning Applications.
20100015: Certificate of lawfulness for proposed timber stables block / store. Moorlands, Lead road. Pending
Decisions from Planning Authority
20090906: Certificate of lawfulness for proposed single-storey rear extension. Middle Grange, Slaley Village. Granted
20090918: Refused permission of demolition of outbuildings & construction of car port to side of dwelling, South Cottage, High Clear, is going to appeal.
11. Annual Highways Report for AGM
Cllr Hancock’s report and photographs received.
12. Meeting Reports for AGM (Chairman’s, County Councillor, BOATs, Representative on the Commemoration Hall Management Committee, Community Trust)
The reports to be requested.
13. Date for Annual Litter Pick
Sunday April 25th was chosen 2 p.m. – 4 p.m. with a prize for the most amusing item. Cllr Brooks raised concern over a Sunday because of the traffic.
14. Parish Plan Action Plan April 2010 Update
Several additions were made. Attached as appendix 3/120410, page 602.
15. BOATs update.
a) YDGLA newsletter asking members to write to Yorkshire Dales National Park Authority saying why we think a 12 month ban is needed. Lack of knowledge of this particular BOAT caused Slaley Councillors to feel unable to comment upon the route.
b) Correspondence from AVAG continues as its formal complaint to Brussels near completion.
16. AOB
a) The Litter Bin at the Millennium seat looks damaged. Clerk to ask Bill Bates to investigate. If Bill is retired ask Stewart Bell.
b) A bag of litter has been placed near the dog bin. Councillors to check that it is removed with the normal collection.
c) Street lights at Reaston View are both off. It was reported that neither highways street lighting division or Two Castle claim ownership of these lights. Clerk to ask Neil Johnston who owns.
d) The placing of yellow danger signs on all electric poles was reported. It was not know which department covered the cost. Rebecca Dixon was to investigate this through the Hexham Courant.
e) Cllr Hancock saw highways staff today replacing the posts of the village sign at Townfoot. Michael Elphick said Community Trust member Jackie Green had organised this with Kevin Allen
17. Date of Annual Parish Meeting, Annual General Meeting and May monthly meeting. Monday May 10th.
