3. Minutes of October Council Meeting already circulated:
The minutes (pages 118-120) were approved and signed as a true record. Proposed by Cllr J.K. Robson seconded by Cllr C.J.R. Ferguson.
4. Matters Arising:
a) Tynedale Sports Council – nominations for Annual Sports Awards. Circulation document lost when a Councillor’s wife tidied up. No nomination made from Slaley.
b. 4b-11/10/04 & 5 13/9/04 Second letter to landowners produced positive verbal replies. Clerk requested to invite landowners to December meeting.
c) 12 a 11/10/04 Slaley Forest Incident E-mail dated 19th October from Jonathan Farries circulated. Plus received today second e-mail stating not a husky incident?
d) 12 b 11/10/04 Chevron Boards at Holly Cottage corner Kevin Walker of NCC on telephone clarifying position.
e) 12 d 11/10/04 Eastgate building work traffic lights Kevin Walker of NCC telephoned and said the traffic lights will remain in situ for at least another 12 months.
f) 4c 11/10/04 & 7m 13/09/04 District Councillor Brian Massey confirmed that Option 4 was the most popular choice. The £30m reserves of TDC was explained and how the interest offset rising Council Tax. Spending the money however, would incur capping. Some difficult decisions faced Tynedale before a new swimming pool could be built.

f) Sixty Eighty Thirty – application for Grant Aid. Women of Tynedale victims of domestic abuse + small cards placed in Commemoration Hall. No grant aid to be given
g) NCC Review of Public Transport Contracts in the Haydon Bridge Area Affects the Tuesday Monthly 869 service from Blanchland passed Townhead and on to Hexhamshire. Funded from the Countryside Agency Vital Villages scheme, which has now ceased. Councillors unsure of extent, which this monthly service is used - No comment.
h) DEFRA Clean Neighbourhoods – Consultation document read this in context with the BOATs issues to help deliver cleaner, safer greener communities! Circulating.

i) TC Tynedale Open Space, Sport & Recreation Strategy: Draft for Consultation Circulating Comments to Clerk by Friday 10th December 2004.

20040701 Appeal made by Mr & Mrs Spencer for conversion of stables (given permission in 2002) to be converted into a holiday cottage. Our comments relayed to DC Brian Massey.

c) It was agreed to ask for prices from Bill Hall, Hexhamshire Builders and Dodwell Brothers for work at the millennium feature as provided for in this year’s Precept.
9. Gold Awards (Deferred from the October meeting).
It was decided that many improvements identified in the Parish Plan could be funding by this award.
10. Parish Plan – Action Plan Update (Deferred from the October meeting).
a) Progress on Achieving a Long Term Solution – School Playing Field circulated. Incorrect information provided, the grant for outdoor equipment has nothing whatsoever to do with the Youth Club. It is school sports activities due to lack of space in school hall (nursery a.m. dinning area lunch time and computers/library/drama/music p.m.)
b) Slaley Community Trust/Notes from meeting on 23/9/04 circulated.
c) E-mail correspondence from Phil Drake circulated
d) Information Display Board. 4d-11/10/04 & 10-13/09/04 Facilities & Services Report. Reply from the Bland family of Spring House (Graphic designers) circulated. b) prices for a metal glass fronted type display unit circulated. Invite the Bland family to a PC meeting to carry this forward.

a) Camping Litter in Slaley Forest draft Letter to lord Allendale estates.
b) Wooden railings at Combhills Bridge been damage by a car sliding off the road. Clerk to inform highways.
13. BOATs Update.
a) Decision dated October 18th 2004 received from the Planning inspector confirming the 1996 Set of Slaley BOATs.
b) The 4 Parishes BOATs Sub-Committee together with AVAG & Allendale PC held a meeting on October 28th to formulate a Press Release. An agreed Press release was reported in Slaley Notes, Allendale Notes and an editorial by Joseph Tulip and on the Slaley Web site.
c) A further combined meeting is arranged for November 15th.
d) Councillor Baynes provided the interested groups with an article from the CLA concerned over the value and selling restrictions, which a possible BOAT will place on farmland businesses and property in the countryside.

a. 4e-13/09/04 Replies from Susi Goncu TC ; Andrew Dean; David Robinson regarding grants for parish improvements identified in parish plan. Also e-mail from DC Brian Massey re Philip Hindmarsh attending a meeting.
b. 5-13/09/04 (a) Map to mark Elm Trees for NCC. (b) NCC looking into Litter Bins. (c) no reply from two landowners regarding land for sale. Reply from one landowner – not for sale. It was decided to ask for a second reply before asking anyone to attend a meeting to help with grants.
c. 7m-19/09/04 PC agreed for option 4 for the future of Hexham Swimming Pool.
d. 10-13/09/04 Facilities & Services Report a) No reply from the Bland family of Spring House (Graphic designers) for an estimated price for this type of display board. b) prices for a metal glass fronted type display unit to circulate. b) Letter from HLB Audit - audit satisfactorily completed. Annual Return presented to the council, approved and accepted. The Annual Return & Conclusion of Audit was placed for display in the Commemoration Hall for 14 days.

d) Interim payment Cheque No 212 £40.00 paid to Northumbria Youth (part of the £100 allocated on page 78 agenda item 12 - police checks) agreed this payment page 74 agenda item 6a on 8/12/03.

10. Report from Councillor Ferguson on Broomley & Stocksfield Parish Council October meeting with Northumberland Healthcare Trust
A very professional presentation on how Hexham Hospital operated was given to the meeting. Some of the issues raised in the Broomley & Stocksfield letter were addressed. According to the consultants transferring to other hospitals is not increasing, they maintained that approximately only 5 patients were transferred each week to other trust hospitals. Much was made of new areas including heart problems and diabetics and a new Primary Care Centre thirty- bed ward. Agreement was recorded that there was a lack of communication over post- operative care for patients returning into the community. The shortage of anaesthetist is a national/regional problem and not just a Hexham Hospital concern.

12. A.O.B.
a) Incident in Slaley Forest 7 a.m. Sunday October 10th 2004, between Husky dogs and a member of the public out walking his dog. The Clerk to request clarification from Forest Enterprise regarding warning signs, hours of use and area of use. Copy to DC B. Massey.
b) Ask for Chevron boards at Holly Cottage corner on the C265. The most recent speeding accident on this corner involved two vehicles through into the field to the south with one ending through the stone-wall into ‘Glencroft’ garden.
c) Replacement Parish Notice Board – doors still need attention before the winds of winter cause expensive repairs.
d) The traffic lights at Eastgate outside the building complex were discussed. The Clerk to request the length of time these traffic lights can be expected to remain on site.
e) A reminder through Slaley Notes that it is illegal to allow your dog to foul the public footpath. Check on the wording for a fine.
f) Late mail deliveries were discussed. Response to mail delivery times had been part of a recent survey, unfortunately most Councillors had not seen this survey. Councillor Mrs A Robson to check for a copy of this for the next meeting.
