However in the past few months, this website has been receiving a lot of what has been called "comment spam", consisting of often innocuous remarks but also including links back to commercial and sometimes unsavoury websites. The aim of this is to increase the number of links to such sites, and influence their position in search listings (e.g. from Google or Yahoo). This is probably an automated process, with our website being on a list of possible targets . . .
Nearly a hundred such comments have been received to date, and I have decided for the moment to turn off all comment options on this site. When I upgrade the system to the next version (which includes mechanisms for detecting such comment spam), I will re-enable the comment feature.

5. Public Participation.

6. Community Trust Report. (deferred until 8.40 p.m. when Mr Sanger arrived).
a) The CT intends to host a training session – Spring 2006 – to help organisations obtain funding.
b) Update on school grounds – Mr Sanger reported that parents and governors were now united in the wish to open the school grounds to the community. The CT was presently applying for funding to cover the cost of picnic tables and benches, permanent goal posts etc. A meeting in early November with parents had produced a ‘wish list’ of what parents, governors and school staff wanted to see happen. The official Governors meeting, during October, had also supported the school grounds reopening (unfortunately no minutes were available of this meeting). The Councillors allocation of a £1,000 grant to the Children’s Safe Play Area near (or with) the affordable housing proposals, Mr Sanger felt was an inappropriate use of money. The Parish Plan had clearly stated that a top priority of the PP was to open up the school grounds. There was no co-ordination between the two groups. Two play areas in the village were not needed. It was explained to Mr Sanger that the Safe Children’s Play Area would be open to mothers and young children 7 days each week during daylight hours. The school grounds were exactly that; used by the school for school-based activities both during school hours and out of school activities. Hired by Slaley Youth Klub for its sessions and also hired by the Slaley Football Team for league matches on a Sunday. It had always been seen as the school grounds providing an area for the older youths to play football (no bicycles allowed ?) and generally to have a place to ‘hang out’. It was further explained that the aforementioned grant was a very small amount when the total expenditure of £59k was considered. It would be possible for both facilities to be eligible for funding one as a safe children’s play area the other as an area for recreation and to play sports. Mr Sanger was requesting funding of £2,000 initially for signage, gaol posts, basket-ball stands plus the picnic tables and benches. Mr Sanger demanded that the Councillors revisit the Parish Plan and review its findings and ask the question ‘What is the biggest need?’ ‘With a safe children’s play area the older kids get nothing’
Mr Sanger departed the meeting indicating that he would return in January after the Councillors had reread their Parish Plan. A three monthly update of the Parish Plan is scheduled for January therefore further discussion could be appropriate. Clerk requested to ask for relevant copies of minutes etc in the interim period.

10. 6/14/11/05 Councillors comments after looking at school grounds for a possible Litter Bin site outside Slaley school.
Councillors thought that a litterbin for community use should be inside the school perimeter, a site agreement with the LEA would be required before any placement could go forward.
11. Arrangements for Planning Training (a.m.) Monday January 9th 2006.
Cllrs I Hancock & Mrs L. Norris + Clerk from Slaley (3) would be joined by Healey Clerk (1) Blanchland Chairman & Clerk (2) and (6) members from Hexhamshire. Lucy Greenfield had confirmed that twelve was the maximum she wished to hold a session for. It was confirmed 9 a.m. – 12 noon.
12. Arrangements for Public Meeting Thursday January 12th 2006 7.30 p.m.
Slaley parish Council was to chair the meeting. A draft agenda had been drawn up by Slaley PC and e-mailed to Chris Brinton & Julie Cuthbert of Two Castles with questions and suggestions as yet no reply had been received. Clerk requested to obtain positive replies by January monthly meeting.

It appears that the Millennium Litter Bin is not being emptied weekly. The dog bin emptying is also in question. A weekly empty charge is being paid therefore the Councillors request a weekly service. Clerk to forward a very strong letter.
15. BOATs update (without Councillors Baynes or Norris)
Cllr Hancock explained the latest GLEAM newsletter. The BOATs joint committee meeting on December 5th when collectively a letter was sent to NCC supporting the forthcoming application to stop up the Guessburn BOAT at Stocksfield and requesting clarification on the precedent this establishes and what legal stance NCC are now adopting.
Much noisy trail bike activity was recorded for Sunday 11th December afternoon especially between 2 – 3.30 p.m. when it appeared that the bikes were travelling in circles rather than into or out of Slaley forest. Reports were lodged.

6. Community Trust Report.
Deferred until 8.45 p.m. Nigel Sanger reported a meeting between the CT and Slaley School Governors on 13th October 2005 to discuss the reopening of the first school grounds to the public. A project team of five members have been working tirelessly on this project and they are now 75% confident that they will be able to achieve their target. The CT has been offered FREE Insurance from the LEA and individual Governors will no longer be held responsible for any claim. An informal meeting with School staff and parents was held last week and the parents who attended confirmed their wish for the reopening of the school grounds by a show of hands. The plans for the school grounds include an adventure trail, tennis courts, picnic tables, benches and somewhere to play games and football with permanent football posts. A meeting with stakeholders (School Staff, Sunday Football Club & Youth Klub etc) is still to be undertaken. The Parish Council were asked to reaffirm their commitment by providing a litterbin and covering the cost of emptying of this bin each week. When asked the style, size and position of the litterbin Mr Sanger indicated an area outside the school premises. The Clerk informed the meeting that obstruction to the footpath would not be allowed under health and safety rules. The footpath belongs to NCC highways and footpath furniture follows very strict guidelines. It was agreed that all Councillors would look carefully at the area outside the school grounds for a possible site and report back at the December meeting.

11. 1980’s Slaley Youth Club Account & Silver Trophy Update
7 f 10/10/05 account closed and funds be transferred into the Parish Council account. The interest has been added and a total of 29.98 has, (hopefully no letter or balance sheet arrived with the return of the pass book) been transferred into the PC account. Small silver trophy - Slaley Badminton Club not competitive however Slaley Youth Club considered this to very acceptable for a yearly incentive. The Silver Trophy was passed to Lesley Woodhouse for Slaley Youth Klub.
12. Affordable Housing & Play Area Update.

Correspondence from Alianz Cornhill to cover Millennium Feature for material damage would be £64.57 per annum circulated. After discussion it was agreed to pay the additional premium.
Received 3/11/05 the Title Information Document together with the Epitome of Title from Gibson & Co. Therefore the Millennium Feature officially belongs to Slaley Parish Council. Clerk to write to TC and ask if any facilities exist for Storage of these type of documents for Parish Councils.

a) Reply from Slaley Hall (Walk-about 080805 page 171) circulated. If new golf buggies insured then rules of the highway apply especially age limit of drivers.

c) Exercise classes for elderly notes + letter from J Irvine circulated. It was agreed that no financial assistance was needed, members attending were already paying £1.20 or £1 each week and that more than covered the Hall booking charge.
d) TC Leisure & Culture Newsletter –circulated by e-mail 15/9/05 re-circulate Councillors machines would not accept the attachment.
e) Two further e-mail re Shooting at Slaley Hall dated 19/9/05 at 15.05 & 17.46 the latter when shooting was still in progress (well outside the permitted hours).
f) Letter from Kate Atkins containing a 1984 Slaley Youth Club TSB savings book. Clerk taken to Hexham TSB branch. Staff suggested that the account be closed and funds be transferred into the Parish Council account. It was agreed that any money from this account be given to Slaley Youth Club. A small silver trophy was also brought to the meeting by Cllr Baynes who thought it had probably been awarded to his sons from the old ‘7-Up Club’. It was agreed that either Slaley Badminton Club or Slaley Youth Club be given this trophy.
g) TLDF – Supplementary Planning Doc – New housing – play facilities - Draft for consultation. Cllr Hancock reported that there were no new policies, the documents mainly covered how TC would implement the proposed changes.
k) Eastern Tynedale & Western Castle Morpeth Parish Councils Forum Minutes from 13/9/05. Cllr Norris e-mailed Adrian Hinchliffe and apologised for non-attendance + provided Clerk with e-mail address and telephone number (ex directory) for AH.

c) Signatures on the PC account: A new signatory form from TSB was presented. Ex Parish Councillors names; A.J. Weir, C.J. Weatherley & R.C.J. Ferguson, were deleted. New signatories recorded on the form were: I.C. Hancock and A.S. Robson (+ see note 13).
10. Report on Play Area meeting, Thursday September 22nd circulated:
E-mail from Bill Purdue re Small Schemes Grant (12 12/9/05 appendix 2/120905 Page 178) offering £5,000 and requesting a detailed application. CC Purdue confirmed that a business plan could be ‘put on the back burner’ until April 06 by which time hopefully the actual land for the play area would be confirmed. Everything is at a standstill until government funding to the RSL is confirmed.
11. Parish Plan Update draft circulated.
The draft Update was accepted without amendments or additions. Attached as appendix 3/101005 Page 186.
12. Environmental Champions Launch Monday 26th September: circulated
a) e-mail sent to alert that new Litter Bin at Townhead not emptied on 29/9/05 circulated
b) E-mail reply from Mg Sanderson – no record of Litter Bin + Clerks response circulated
c) Cllr Hancock expanded on the page of notes from the launch, especially the lack of resources or government funding to fly tipping from small business (garden waste, decorators and mechanics etc). Lack of attendees at the launch indicated the level of enthusiasm from Tynedale Parish Councils for this latest scheme in tackling litter.
13. Parish Councillor Vacancy.
Notice of vacancy dated 13/9/05 was placed on Slaley Parish Notice Board. A reply from TC’s Returning Officer confirms co-option can go ahead. Initial discussions between the Clerk and possible interested parishioners had resulted in the attendance of Mrs Carolyn Brooks of Heatherden House, Trygill. Mrs Brookes confirmed to the meeting that she was still interested and would be willing to be co-opted. Mrs Brooks was proposed by Cllr J.K. Robson and seconded by Cllr Mrs AS Robson. It was the unanimous decision of the Councillors that Mrs Brooks be co-opted onto the Parish Council. (the new TSB signatory form was completed to include Cllr C Brooks). Vice Chairman, Cllr DG Baynes confirmed he was willing to continue as Acting Chairman until the AGM 2006. Cllr Mrs L Norris volunteered to become Acting Vice Chair until the AGM 2006. This was agreed. A card of Best Wishes and thanks to retired Councillor A.J. Weir was signed.
14. A.O.B.
a) Clive Weatherley has asked that we report the overhanging branches on the B6306 & B6307 between Dipton Cut and Dilston Hall. Apart from scratching paintwork on high vehicles they are a danger when a non-local large vehicle driver swerves to miss these branches. Some are highway trees and some are private and growing behind the highway boundary.
b) Pot Holes at the entrance to Parks Side Elderly bungalows was reported to ‘Pete’ on Tuesday 4/10 at 9.55 a.m. Work done today.
c) Hall Management Meeting Thursday 15th September Tynedale Open Space, Sport & Recreation Strategy letter was tabled. Parish Council had not received this. A request was made 16/9/05 and circulated via e-mail. After comments an e-mail reply was sent 22/9/05.
d) Village highway hard surface breaking up around a utility cover outside No1 & No 2 Townhead.
e) Footpath, south side of village, outside ‘Aultmore’. An electric/telegraph pole was replaced some time ago. The old site, near the wall edge, has become a hole in the footpath and needs refilling.
f) Taxis are using the Old Coal Road U8080 to access Slaley Hall. A Councillor encountered two outside Fell Cottages at 11 p.m. on Wednesday October 5th. Clerk to write to Slaley Hall General Manager and ask that a general reminder be given. Cllr Norris to ask her neighbour, Slaley Taxis, to remind his colleagues at Hexham Taxi Rank to use the new access road.
15. Sports Awards Nominees:
As last year the official form has not arrived in time for the October meeting. Possible nominees include Helen Oakley – hockey; Philip Humble – Badminton; Linton Stutley – car racing. More information on Ben Anton of Colpitts and his chosen sport was requested. As a Manager rather than a player Mark Lincoln was proposed. Mark is the Manager of the Slaley Sunday Junior Football Club and organises games for the league. His duties include sponsorship deals for strips, transport, insurance and strip laundry.
16. BOATs update (without Councillors Baynes or Norris)
No update since September minutes.

Back in 2002, a group of volunteers were brought together to work towards a
draft Parish Plan for Slaley. Some 14 months later, in February 2004, the final
version of the Plan was presented and adopted by the Parish Council. Since then, the Council has published regular updates, documenting the steady (but sometimes slow) progress with many of the action items in the plan.
As a local government body the Council has statutory responsibilities in many areas. A separate body, the Community Trust, is currently seeking long term funding to begin its work in supporting the Council and the local community.
